Bangladesh organizes first English-speaking camp

Bangladesh Scouts organized for the first time an English-speaking Camp for Scouts and non-Scouts comprised of children and young people with special needs studying in private universities and English-speaking schools. The camp took place from the 9th to 12th June 2012 at the Rover Scout Training Centre in Gazipur, Bangladesh.
The English-speaking camp was one of the initiatives of Bangladesh Scouts to implement the “Extension Scouting” programme where Scouting is being introduced to young people with special needs. The camp applied special modifications on the method and activities. Participants of the camp were a mix of Scouts from regular troops and non-Scout participants (children and young people) with special needs.
The integration of young people with special needs in Scouting was the vision of the Founder of Scouting Baden-Powell to give chance to these people to have an active life using Scouting programs.
Although majority of the participants had no previous camping experience, they were able to finish and enjoy the activity given to them. In Bangladesh Scouts, the first committee meeting on extension Scouting and child healthcare was held in 1985 and the programme was introduced in 1988.

Korea hosts the 4th World Scout Inter-religious Symposium

The 4th World Scout Inter-religious Symposium was organised from the 1st to 5th August 2012 at WonKwang University, Iksan, South Korea. There were over 70 participants from 16 countries coming from 8 different faiths and beliefs namely, Anglican, Buddhist, Catholic, Islam, Lutheran, Methodist, Protestant, and Won-Buddhist. With a generous Korean hospitality and an innovative approach for inter-religious dialogue using the Scout Method, participants unanimously declared the symposium as very successful. This innovative approach to inter-religious dialogue was originally conceived and implemented at the 3rd World Scout Inter-religious Symposium which was held in Uganda (2009).
The Korea Scout Association and the Korea Won-Buddhism Scouts Council jointly hosted the Symposium. It was organised by members of the World Scout Interreligious Forum, an informal network of religious groups/organizations in Scouting, and was supported by the World Scout Bureau. The theme of the Symposium was "Growing Scouting through Families and Communities" and the flow of programme was planned according to the themes.
Some topics addressed by the participants were:
• What do we mean by family and community
• The significance of family and community in different religious traditions
• Supporting the growth of Scouting by working with families and communities
• The significance of family and community for Youth Programme in Scouting
All participants were engaged in an active learning process and the Symposium programme commenced with a shared experience for participants who were grouped in small teams of mixed faiths. They visited different religious centres (Buddhist Temple, Catholic church, Islamic Mosque and Won-Buddhist Temple) in educational visits.
Participants also visited community development projects some of which were run by the Won-Buddhist community in Korea. These visits in teams of mixed faiths helped participants reflect together in mixed groups on the issues concerning the theme of the Symposium, which provided a rich learning experience. Participants discovered many common elements between their own faith and that of others through this process.
Prior to the commencement of the symposium, the World Scout Inter-religious Forum members convened an informal meeting on the 31st of July that included planning and preparation for the Symposium and discussions regarding the next meeting of the Forum, which will be held in the Geneva at the end of September 2012. The Forum members also discussed the preparation for the faith and belief activities for the next World Scout Jamboree in Japan (2015).

WOSM conducts Consulting Skills Workshop for Building Internal Consultants

Responding to new strategy for consultancy approach to help National Scout Organizations (NSOs) in their development and growth, the World Organization of the Scout Movement (WOSM) conducts Consulting Skills Workshop: Building Internal Consultants, at Punta de Fabian Resort, in Rizal Province, Philippines from 14th to 17th August 2012.

This is the first time that the World Scout Bureau organized this type of workshop, and the Asia-Pacific Region has taken the initiative to plan and host this event, with participants coming from five regions and the central office, and volunteers from Australia, Indonesia and United Kingdom. Moreover, colleagues from Boy Scouts of the Philippines and The Singapore Scout Association are taking part. The Institute of Training and Development or ITD, a professional consultancy institution from Malaysia, conducts the workshop headed by key resource speaker Carmen Diokno of the Philippines, with Serely Alcaraz and Rita Goh.
At the opening ceremony, the World Scout Bureau/Asia-Pacific Region Regional Director Abdullah Rasheed mentioned the background of the workshop, a novelty in WOSM and colleagues from five regions gathering in the Philippines for the first time. Also, he read out the message of WOSM Secretary General Luc Panissod who highlighted that he feels a high degree of paternity for the concept of Global Support System and Consultancy – an unavoidable component of that kind of system. The Secretary General added that he believes this workshop will bring new dimensions and opportunities to improve WOSM services to NSOs, and placing all on the same footing in terms of basic concepts of consultancy.
Also present at the opening ceremony is ITD Chairman and veteran Scouter Dato Thomas Chee of Malaysia who gave an inspirational message to the participants and is continuing to observe the sessions until the last day of the workshop.

Jangan Mendedahkan Aib Orang lain

World Scouting plays a key role in multi-stakeholder meetings on youth engagement in the global development agenda beyond 2015

Last week, over 45 participants representing youth-led organisations, civil society organisations, various agencies of the United Nations, representatives from the private sector and academia, met for two days in New York to coordinate and harmonize their efforts to enhance child and youth participation in the formulation of the agenda that will succeed the Millennium Development Goals (MDGs) after 2015. World Scouting was invited as a leading youth-led organization for this key consultation meeting. The meeting – organized by the UN Millennium Campaign in collaboration with the UN Inter-Agency Network on Youth Development, the UN Non-Governmental Liaison Service, CIVICUS, GCAP and the Beyond 2015 campaign – counted the presence of Ms. Amina J. Mohammed, Special Adviser to the Secretary-General (of UN) for Post-2015 Development Planning.

Liana Manusajyan, a youth representative from Armenia, opened the meeting. “I am asking you to lift the barriers to child and youth participation,” she said. “Because we need your help, we offer you our help in return.” Rajiv Joshi, Global Call to End Poverty at the opening said “Our planet stands upon a precipice and people around the world, particularly women and young people are facing growing inequality, poverty and injustice. As World Leaders craft the Post 2015 Development Agenda, we call for a future framework that is built upon the voices of citizens around, particularly young people who are in the forefront of changing their nations and the world".

The multi-stakeholder working session was conceived to facilitate partnerships between different stakeholders, to design a children- and youth-led engagement strategy, to develop follow-up mechanisms to enhance their engagement in this process, and to mobilize resources from donors.

Speaking at the session Amina J. Mohammed, Special Adviser to the Secretary-General in Post-2015 Development Planning said “Youth participation is fundamental for the post-2015 agenda. Their vision and energy will be needed to do the heavy lifting in its implementation.”

Throughout the first day, a common understanding of ongoing processes and efforts was strategically established and participants were able to hear from each other about their work on the post-2015 front. UN agencies reinforced their commitment to support the national, thematic and online consultative processes. Child and Youth-led society organizations such as Restless Development, World Association of Girl Guides and Girl Scouts (WAGGGS), the World Organization of the Scout Movement (WOSM), Young Men’s Christian Association (YMCA), CIVICUS Youth Assembly and others also had the opportunity to share their work and create synergies that will provide them a truly global reach in order to move forward child and youth participation.

On day two, participants engaged in strategic thinking, focusing on the enhancement of girl and young women’s participation, and paying special attention to ways to breech the digital divide and guarantee an inclusive use of social media and ICTs with marginalized children and young people.

Despite its considerable size, the group managed to formulate concrete recommendations for child and youth engagement in the national, thematic, High Level Panel and online tracks of this process. Their joint commitment to participation will be guided by the fundamental principles of gender equality, protection, accountability and non-discrimination.

Some of key recommendations from the group were:

1. Call for a ‘Child-Youth Declaration On Post-2015’ - to be developed in the coming months through a youth-led and bottom up participatory. This will be presented to the UN High Level Panel on post-2015.

2. Working draft of an outreach strategy on strengthening child and youth engagement in post-2015 including a component for social-media with children and youth.

3. Identify a list of key tools for strengthening child and youth engagement for the post-2015 agenda:
• A child and youth friendly Q+A,
• A toolkit on linking children and youth engagement outcomes from Rio+20 to the post-2015 agenda
• A toolkit for researching with children and youth in post-2015,
• A toolkit on consulting with children and youth on post-2015 in National Consultations, Thematic Consultations and High Level Panel influencing opportunities,
• A toolkit on inclusive social media for outreach with children and youth engagement in post-2015 linked to www.worldwewant2015.org,
• A policy calendar for young people to influence the post-2015 phase,
• A fundraising strategy on children and youth engagement in post-2015
• Guidelines for child and youth engagement in post-2015

The meeting resulted in setting up of a multi-stakeholders support group on child and youth engagement in post-2015 and participants also discussed follow up plans after the year 2015. The need for the importance of and continued strong existence of organising partners such as the UN Inter-agency Network on Youth Development, Beyond-2015, NGLS, GCAP, Child Focused Organisations, UNMC, was reiterated and the meeting also discussed a proposal for a Global Meeting on “Youth Engagement in Post-2015” in Colombo, Sri Lanka in the year 2014.

Ramadan Kareem – Palestinian Scouts are Messengers of Peace in Jerusalem

The Al-Aqsa Mosque is located in the old town of Jarusalem (Al Quds in Arabic) – a holy city for the three major Abrahamic Religions, Judaism, Christianity and Islam. Al-Aqsa Mosque is the third most holy site of Islam. It is a place of particular importance during the holy month of Ramadan, during which Muslims all over the world fast from sunrise to sunset. The Palestinian Scout Association has launched a project taking 600 Palestinian Scouts, girls and boys of different age sections, to the Al-Aqsa Mosque for an entire month to serve those observing Ramadan. Thanks to the support of the Messengers of Peace initiative, during the entire month of Ramadan (20 July to 17-18 August 2012), Palestinian Scouts will serve at the Al-Aqsa Mosque in several ways to help the people.
Scouts will help provide a safe and secure environment for those who are fasting and coordinate the breaking of fast meals and prayers at the holy Mosque. The Scouts are also in charge of entry and exit points to the Mosque and are taking care to ensure that everyone remains healthy as they fast in extreme heat and trying conditions. Scouts spray cold water on very hot areas around the Mosque for people to walk and move around without getting burnt in the heat and also preventing those who are fasting from getting dehydrated especially because they don’t drink any water during the day.
Palestinian Scouts are specially working hard to support the elderly, disabled and sick at Al-Aqsa. Most importantly, the Scouts also get to pray at the holy Mosque and carry on their own fast despite their service tasks. This service project is a rare and unique opportunity for the young Scouts, as it is not easy for Palestinians to obtain permits to spend so much time in Jerusalem.
The participating Scouts received high-level training in several areas (including first aid) before the start of the holy month of Ramadan, preparing them for their service project. Some of the Scouts also received special training on media and communications. The project and training were done in partnership with the Palestinian Red Crescent, Jordanian Ministry of Awqaf and Zakat (a charity organisation). Messengers of Peace support also helped the Scouts to be dressed in uniformed t-shirts for easy recognition by devotees and fellow Scouts. Several brochures and promotional materials on Scouting are being distributed to promote Scouting.
The Palestinian Scout Association has itself been an excellent example of promoting Messengers of Peace as it has been transformed into a diverse organisation following the recent General Assembly with people in the leadership coming from several faiths, beliefs and religions. The recently appointed Secretary General is a Christian.
Dr. Atif Abdelmageed, the Regional Director of the Arab Scout Region says: ‘I feel proud of our Scouts in Palestine, who are being role models for many young people in their area. I appreciate them for their openness and for dedicating their time and efforts in solidarity for helping other people.’
Some of the Muslim Scouts serving as part of the project will be given support to travel to Mecca in Saudi Arabia for a Umrah (pilgrimage).

Merdeka!!!!!

RINGKASAN SEJARAH MALAYSIA

Semangat Nasionalisme

Tanggal 31 Ogos 1957 Tanah Melayu mencapai kemerdekaannya
Kemerdekaan Tanah Melayu

Enam Kewajipan Orang Islam

Hong Kong Scouts and Scouts of China to establish mutual air training collaboration

Air training used to be a dream for many young people in Hong Kong for they once lived close to the former airport – Kai Tak. With the rapid development of aviation industry in Asia, the demand for commercial pilots has increased greatly. Air training for Scouts no longer aims at an airman badge on their sleeves only, but probably a life time career – becoming a real Pilot.

An informal summit meeting was held on 18 July 2012 between the air training leaders of Hong Kong and Taiwan, chaired by Hong Kong Air Scout Board and one of the Honourary Presidents of the Scout Association of Hong Kong, Mr. Norman Lo JP. Mr. Lo is the current Director-General of Civil Aviation of the Hong Kong SAR Government. He is also an Air Commodore of the Hong Kong Air Cadet Corps. Taiwanese delegation was led by Mr. Billy K. C. Chang, former Director-General of Taiwan Civil Aviation, Chairman of Aviation Education Foundation and a retired Air Force Major General.
There was much exchange of the experience in air training to youth members of the two NSOs discussing the possibility of cooperation between the two NSOs in future, including the exchange of Scouts for flight experience, and to prepare themselves to become pilots in the future. Presently, student pilot for fixed wing aircraft can only do their flying training on Sundays at the Hong Kong Shek Kong Airfield. The Air Force may close down the runway without prior notice for military reasons which restricts the training to a very limited number of flying hours per week, and to sometimes zero. In addition, it is comparatively more expansive to do flight training in Hong Kong.
Through the exchange program, it is hoped that it will solve these problems so that more Scouts are ready if there are better air training facilities and opportunities in Taiwan under Mr. Chang’s Aviation Education Foundation.
