20 dignitaries in Geneva become Scouts for one day!


 
The Association du Scoutisme Genevois (The Scout Association of Geneva) or 'Scouts de Genève' is celebrating its Centenary. To mark this occasion, early this morning scarves were hung around the necks of 20 statues standing in the city of Geneva. Moreover, in order to commemorate this Anniversary, an official celebration will be held later today at the headquarters of the Scouts de Genève, which will be attended by cantonal and municipal authorities, as well as many dignitaries from Geneva who are former Scouts and representatives from the World Organization of the Scout Movement (WOSM).
After holding a torchlight procession in the City of Geneva in January of this year, and livening up with activities and displays at the biggest shopping centre in Geneva in June, the Geneva Scouts are today celebrating their 100th anniversary through an original concept: the famous statues of Rousseau, Calvin and 18 other Geneva dignitaries spread all over the town have been dressed early this morning wearing Scout scarves bearing the colours of the various Scout groups within the Canton of Geneva.
In addition to this symbolic gesture, the Scout flags of World and Cantonal Scouting have been hoisted over the Mont-Blanc Bridge, the biggest and most famous bridge in Geneva, from Monday 17th September until the end of the week.
Scouting in Geneva was started on 19 September 1912 on the initiative of Louis Blondel, who founded the Association Genevoise des Eclaireurs only 5 years after the creation of the Scout Movement in England by Lord Baden-Powell. Four years later, in 1916, the Association des Eclaireuses was founded for girls. In 1989, both associations merged and gave birth to the current Association du Scoutisme Genevois. With its 1,150 members, Scouting is today the largest youth Movement in the Canton of Geneva contributing to a similar leading position at national level where the total membership totals 42,000.





World Scout Committee announces ‘Bronze Wolf’ awardees list for 2012


 
The Bronze Wolf is awarded to an individual in recognition of outstanding services to International Scouting. The award was instituted by the then 'International Committee' at their meeting in Stockholm on 2 August 1935 which unanimously awarded the first Bronze Wolf to the Chief Scout of the World, Lord Baden-Powell.
The World Scout Committee has awarded the Bronze Wolf to seven persons for 2012:

  • Dr. Zuhair Ghunaim, Saudi Arabia

World Scouting celebrates ‘International Day of Peace 2012’


 
The International Day of Peace is observed around the world on 21st September each year. In the context of the Rio+20 United Nations Conference on Sustainable Development that took place in June this year, the UN General Assembly declared that the theme for this year’s International Day of Peace is ‘Sustainable Peace for a Sustainable Future’. With the Vision of WOSM clearly giving the direction for ‘Creating a Better World’, World Scouting has always thrived to contribute to peaceful coexistence. More than ever before, World Scouting is now having extensive focus on peace education and peace building through a flagship initiative of WOSM, the ‘Messengers of Peace’.
Peace education and peace building have received a new boost in World Scouting since 2011, when the Messengers of Peace (MoP) initiative was launched. The initiative has two components, the MoP Support Fund and the MoP Global Network. Through the Support Fund, MoP offers support and resources especially for those National Scout Organizations of WOSM in need of such support to help start projects and initiatives for their Scouts to be engaged in peace building. The Global Network of MoP aims to reach out to 20 million Scouts coming from all corners of the world to gather through Internet communities and to inspire each other to engage in small actions of social services and peace building in their local communities, as individuals and in small local groups. Members of the Network subsequently share each of these achievements on the Internet, thereby continuing to inspire others and creating a ripple effect.
In these initiatives by World Scouting, peace is defined in broad terms, not just from the perspective of the absence of war, but more so to have a strong, cohesive society, working together for what they see as best for their future to co-exist peacefully. Ban Ki-moon, the UN Secretary General and a former Scout, in his message on the International Day of Peace 2012 has said, ‘Natural resources must be used for the benefit of society and not to finance wars. Let us all work together for a safe, just and prosperous future for all.’
This year, the Messengers of Peace has initiated an ‘International Peace Day Scout Challenge’, inviting Scouts from around the world to answer the two questions: ‘The future I want is…’ and ‘I am a Messenger of Peace because…’ Scouts and Leaders of all ages are invited to visit the Facebook page of the ‘International Peace Day Scout Challenge’ to leave their messages and inspire other Scouts to do so.

Cambodia beefs up management capability


 
More than 40 key leaders of Cambodia Scouts from different parts of the country are currently attending the four-day National Workshop on Building Management Capabilities, at the Council of Ministers complex, heart of Phnom Penh from 25-28 September 2012, reviewing their organizational structure that will bring them to the right form to respond effectively as a strong association.
Present at the opening ceremony were Mr. Chuch Phoeurn, Secretary of Ministry of Culture and Finance and Vice-President of Cambodia Scouts and Secretary General Mr. Lak Sam Ath, who serves as workshop director.
Mr. S. Prassanna Shrivastava, Director of the World Scout Bureau/Asia-Pacific Region, saw the workshop very timely for Cambodia Scouts to develop a certain degree of organizational strength that beefs up the capability of Scout leaders. Other overseas resource persons assisting in the workshop are Dr. Winston Jacob and Mr. Anthony Ng.
Presently, participants are looking into strategic management, human resources development and membership growth, if identified and followed, would bring substantial development to Scouting in Cambodia.
Cambodia Scouts, which became a full member of WOSM in 2008, has a current membership of over 10,000. Being the youngest member country of WOSM in the Asia-Pacific, the Asia-Pacific office has been supporting Cambodia Scouts in the critical areas: youth programme, adult support and training and organizational structure.



Community-based Scouting explored


 
Recognizing the importance of extending Scouting outside the school system and bringing Scouting closer to the community, the second Asia-Pacific Regional Workshop on Community-Based Scouting (CBS) is being held in New Delhi, India from 21st to 24th September 2012.
National coordinators, unit leaders working at district and state levels, and eight executives from Bangladesh, Brunei Darussalam, Bhutan, Cambodia, Nepal, Maldives, Philippines and India have the opportunity to share their experiences and good practices as the workshop looks into the impact of Scouting in communities and how it can facilitate reaching out to new horizons.
Bharat Scouts & Guides National Commissioner Mr. L. M. Jain inaugurated the workshop, with Chief Commissioner Scouts and Workshop Director Mr Shyamal Kumar Biswas and APR Programme Sub-Committee Vice-Chairman Dr. H.P Chhetri.
World Organization of the Scout Movement/Asia-Pacific Region Regional Director Abdullah Rasheed shared his vision for community-based Scouting. Also with him are BS&G Director Mr Rakesh Kumar Sharma and APR Director Mr Syd Castillo as resource persons.
With over 90% of national Scout organizations in the region with school-based Scouting mode, the 2009 Regional Scout Conference held in Malaysia endorsed the focus on CBS. This workshop reinforces the recommendations of the first workshop held in the Philippines, in 2010.
The Bharat Scouts and Guides received the participants with welcome dinner hosted by the Delhi State held at the Vidya Vihar School peppered with colorful cultural performances. Present at the dinner is the Mayor of East Delhi Dr Annapurna Mishra who was a Guide herself.

Maldives gets support in building up capacities

The Scout Association of Maldives (SAM) is engaging the service of APR Specialists for a week-long consultancy in Malé, the capital of Maldives from 17th to 23rd September 2012.
For this visit, the team will focus on building capacities in three areas which was part of the recommendations from the last Committee NSO Visit in 2009: Review the adult recognition award system and develop a plan to implement it effectively; Review the advancement scheme of youth programme; Study the co-relationship between the young members and the adult leaders.
In his welcome remarks, Chief Commissioner Mr Ahmed Ali Maniku said that the consultancy work is a milestone for SAM and the result will be the combined effort of the three resource persons together with 18 local leaders. The specialists in this consultancy visit are Mr Paul Parkinson from Scouts Australia and Mr Malcolm Tan from Singapore Scout Association, with Mr Thian Hiong-Boon as APR representative.
The APR Specialists are Scout Leaders who are nominated from among the National Scout Organizations within the Asia-Pacific Region who possess competencies, skills, knowledge and experience in providing professional advice at national and regional levels, in the nine areas: youth program, adults in Scouting, communication and marketing, IT, fundraising, governance & strategy, management, event management, consulting & needs analysis and other areas identified.




10 young leaders eyeing for YAMG appointment


 
Ten young leaders from different National Scout Organizations in the Asia-Pacific Region are eyeing to be part of the region's Young Adult Members Group (YAMG) for the term 2012-2015.
Nominations came from Bangladesh, Scouts of China, Hong Kong, Indonesia, India, Japan, Malaysia, Maldives, Philippines and Thailand, comprised of 3 females and 7 males with ages from 18 to 22 years old.
Out of the 10 candidates, six will be elected during the APR Scout Youth Forum to be held on 17-21 November 2012 in Dhaka, Bangladesh. A new set of YAMG officers will be announced on the final day of the regional conference. The six successful candidates will elect their chairman who will represent the YAMG to the Regional Scout Committee, while the remaining five will serve in the five subcommittees: Youth Programme, Adult Support, Management, Finance and Scouting Profile. Apart from their sub-committee involvement, YAMG members will take part in planning and supporting the next APR Youth Forum in 2015.

In the upcoming regional conference in Dhaka this year, a proposed constitutional amendment will be presented to the conference for adoption whereby the elected YAMG chairman to the Regional Scout Committee will have the same rights and obligations as the other ten elected members.
The inclusion of YAMG in the region's operational framework demonstrates the Regional Committee's confidence in the capability of young people to take responsibilities at regional level and provides young people with experience in operating with regional level structures, in decision-making bodies such as the RSC, and all its sub-committees.

The YAMG was initiated at the Regional Scout Conference in 2004, Brunei Darussalam and this year's Youth Forum in
Bangladesh will elect the 4th batch of YAMG.

APR Workshop on Community-Based Scouting




 
The World Organisation of the Scout Movement/Asia-Pacific Region, in collaboration with the Bharat Scouts & Guides, is inviting Community-Based Coordinators and key leaders from the region to discuss and share experiences, policies and achievements on how Community-Based Scouting is being implemented in their respective national scout association. Full time executives responsible for youth programme activities are also welcome to participate.

30th Asia-Pacific Regional Scout Jamboree


The 30th Asia-Pacific Regional Scout Jamboree (30APRSJ), which also held as the 16th Nippon Jamboree (16NJ), will be held in 2013 in Kirara-hama, Yamaguchi, Japan. The 30th APRSJ/16NJ will be a great opportunity for the Scouts from the world to learn about Japan and moreover feel the unity of the scout movement by sharing the experience with Scouts from many different countries.

Langkawi Geopark Maritime International Scout Jamboree 2012


Perhatian : Dalam borang penyertaan pihak sekretariat telah memaklumkan keperluan untuk kumpulan mengambil insuran masing-masing menerusi sekolah atau ppmnegeri, bagaimana pun bgi individu atau kumpulan kecil urusan insuran boleh melalui sekretariat. Hal ini tetap diberi perhatian sejak awal lagi. Kita mengakui di mana-mana muka bumi Allah tetap berisiko sebagai satu pengajaran, manusia yang bernafas sedetik hidup pun berhadap dengan risiko, juga adalah satu pengajaran buat manusia. Tetapi berpeganglah kepada niat baik, berksaih sayang, tolong menolong, rapatkan persaudraan, dan akhir sekali jangan lupa akan DIA yanglebih berkuasa.... Dia akan melindungi dan memelihara kita. Persiapan yang kita buat hanya dalam apa yang diistilah 'Pengurusan Risiko' ini tetap diberi PERHATIAN. Kita telah mendapat bantuan dari agensi-agensi kerajaan seperti Bomba, JPAM, Polis Marin, Polis, Rela, TLDM, APMM dn tentera darat. Semua agensi ini telah menyatakan persetujuan. Kita juga akan membuat kenduri doa selamat bersama masyarakat kampung, bacaan yasin pada malam pertama jambori.... kita juga akan buat surau untuk sembahyang berjemaah... doa untuk kebaikan sepanjang masa. InsyaAllah sebaik lahiriah dan batiniah kita juga tahu akan erti SATU KEJAYAAN. Mohon kerjsama dan perhatian, bagi yang mengkritik sekretariat... terima kasih kerana memberi ingatan dan perhatian. Regional membership growth review workshop underway




Macau, 7 September 2012 – One of the main priorities for the current triennium in the Asia-Pacific Region is membership growth and some serious work had been carried out in the past three years.
This review workshop, following the first workshop in 2010 in Malaysia, will capture the growth of membership of National Scout Organizations (NSOs) in the region and will recommend strategies to sustain it in the coming years.
The workshop is being held at the National Headquarters of the Scout Association of Macau (SAM) from 7th September with 22 participants who hold key Scouting positions in 10 NSOs: Bangladesh, Scouts of China, Hong Kong, India, Macau, Malaysia, Maldives, Philippines, Singapore and Sri Lanka.
The workshop is under the direction of the Scout Association of Macau International Commissioner Ms. Francisca Vong with the guidance of the APR Membership Growth Sub-committee. The four-day workshop involves sharing of work accomplished in this area, the successes and challenges encountered in the last three years.
Mr Edward Kou Chi-Leong, President of the Supervisory Council of SAM, in his welcome address, thanked the regional office for giving SAM the honour to host such an important event.

Workshop Director Ms Francisca Vong explained the aim and objectives of workshop which are to address issues pertaining to membership growth; to analyse regional membership trends since the 2009 regional conference, and to recognise the role of NSOs in sustaining their membership growth.
At the opening ceremony, Dr Jeffrey Ho, Vice-chairman of the Membership Growth Sub-Committee gave an overview of the workshop, while Regional Director Mr Abdullah Rasheed thanked all NSOs for their cooperation in addressing the membership growth strategy.
Before the workshop started, the Membership Growth Sub-Committee held its regular meeting and made recommendations to recognize NSOs with significant membership Growth in two categories: One category is a group of NSOs that increased membership annually and the other is the group that implemented the Membership Growth Guideline in a remarkable way.
The selected NSOs for the two categories will be recognized for their performance at the forthcoming Regional Scout Conference in Dhaka, Bangladesh this November.
For the evaluation of this membership growth, 20 NSOs or 80% have submitted the completed tool which summarizes the actions taken by their NSOs in membership growth strategy, as well as increase in members and retention.

Indonesia’s Chief Scout: Scouting is strategic

Indonesian Scouts and leaders headed by Chief Scout and Indonesia’s President H.E. Dr Susilo Bambang Yudhoyono celebrates Indonesia’s 100th anniversary of Scouting on 3rd September 2012 at the Cibubur Scout Complex, east of Jakarta, which was also the 51st anniversary of Gerakan Pramuka (the Indonesian Scout Movement).
In his speech, the Chief Scout shared that Scouting education is very strategic and vital to the nation at all times.
“We all have the same concern and we do not want to weaken Scouting activities, or make it less exciting. We want to keep the Scout Movement a necessity for the development of values, embodied in the Scout Oath and Scout Law.
Joining the Chief Scout was First Lady Madame Ani Bambang Yudhoyono, Coordinating Minister of People Welfare Agung Laksono, Minister of Education & Culture Muhammad Nuh, Minister of Youth & Sports Andi Mallarangeng, Chief Commissioner of Gerakan Pramuka Prof. Dr. Azrul Azwar, and many high ranking officials and dignitaries in the country.

“Let us use Scouting as a solution to the challenges faced by the young people so the existence of the Scout Movement will continue in accordance with the changing times,” Chief Scout Yudhoyono added.
Also, in this centennial celebration, the Chief Scout presented the Lencana Melati Award to several outstanding Scout leaders in the Asia-Pacific Region including Persekutuan Pengakap Malaysia Chief Commissioner Dato’ Dr. Shahrum bin Osman, Scout Association of Hong Kong Assistant Chief Commissioner Alexander Wong and Bangladesh Scouts Vice-President Mohammad Habibul Alam.

Also attended the ceremony were the Secretary General of the ASEAN Scout Association Regional Cooperation (ASARC) JR Pangilinan from the Philippines, and some members of the Persekutuan Pengakap Malaysia and from the Boy Scouts of America (BSA).

ASARC looking forward for ASEAN membership

The Chairman of the ASEAN Scout Association for Regional Cooperation (ASARC) Dato’ Dr. Shahrum bin Osman from Malaysia visited the ASEAN Secretariat in Jakarta on 4th September to register ASARC as an accredited member of ASEAN.
ASARC was established in 2007 as an informal region grouping of Scout associations among the ASEAN countries at the initial meeting in Malaysia, for the purpose of sharing resources and jointly organizing Scouting activities and programmes among the ASEAN countries, participated by several key national Scout leaders from the ASEAN countries.
Accompanying Chairman Osman was the current ASARC Secretary General JR Pangilinan (Philippines), Assistant Secretary General Alfian Amura (Indonesia), and several key persons from Malaysia including APR Programme Sub-Committee Vice-Chairman Rajalingam Ramasamy.
Welcoming the ASARC team was the Assistant Director for Promotion and Protection of Human Rights, Civil Society Engagements and Interaction with ASEAN Associated Entities, Ms. Leena Ghosh. She said that she is more than happy to assist in the registration process.
During the visit, Mr Pangilinan and Mr Amura talked about ASEAN Scouting including its historic events: the 1st ASEAN Scout Jamboree held in the Philippines in 1993, 2nd Scout Jamboree in Indonesia in 2008, and the third in Singapore in 2010.
Today, out of 10 members of ASEAN, only Myanmar and Laos do not have Scouting yet, while Vietnam has many informal Scouting groups.
In the last ASARC meeting in April this year held in Chiangmai, Thailand, leaders planned for the next two years for joint youth activities among ASARC such as youth roundtable gatherings, Rover Moot and COMDECA, training courses. Special attention was given to conduct a workshop on school-based Scouting and development of Scout properties, to be hosted by Malaysia and the Philippines, respectively.

Pihak PPM dan MPKN masih belum menerima undangan rasmi dari Gerakan Pramuka Indonesia. Hebahan hanya untuk memberi maklumat awal kepada semua Pengakap Kelana berkenaan program seperti diatas. Maklumat lanjut akan dimaklumkan setelah mendapat undangan secara rasmi dari Gerakan Pramuka Indonesia.

Persekutuan Pengakap Malaysia Negeri Perak Darul Ridzuan dan Majlis Pengakap Kelana Negeri Perak akan menganjurkan Pengembaraan 1000KM menggunakan Keretapi Tanah Melayu untuk memenuhi skema Lencana Pengembaraan Kelana. 

Butiran adalah seperti berikut:

Tarikh: 19hb November (Isnin) - 24 November 2012 (Sabtu)
Lokasi Permulaan: Kompleks Rakan Muda, Kamunting, Perak
Lokasi Perhentian: Kuala Lumpur dan tamat di Taman Negara Pahang.
